• It informs you that you don't pay for pay-parking.
• Less impressive signs don't use quotation marks.
• There's a space after the first of the quotation marks but not before the second.
• It boasts a random use of capitalisation.
• There's even a capital letter after the comma.
• The capitals for "No" and "Parking" suggest costs named "No-Parking Fees" and that these fees are required.
• The full stop is ostracised.
